Abstract

Expected ethical impacts of R and D are identified using desk research and foresight, and evaluated by applying ethical concepts. Recommendations for remediating negative impacts are drawn up after stakeholder consultation. The project partners, policy makers or stakeholders are advised to implement the recommendations to strengthen potential benefits and diminish expected harm. This Ethical Impact Assessment procedure can contribute to Social Sciences and Humanities tasks in Horizon Europe projects

Description

In the H2020 project RiskGONE, the Ethical Impact Assessment CEN CWA 17145-2:2017 has been adapted to guidelines and online tools and tested on several applications of nanomaterials, as a module in a multicriteria Risk Governance framework. In future R and D projects the methodology can be applied to assess and formulate recommendations for remediating potential ethical impacts of other emerging technologies and their applications. In step 1, the technology and proposed applications are screened using a checklist of 9 categories, to determine whether a full scale Ethical Impact Assessment (EIA) should be performed and how many resources are needed. After drafting an EIA plan, known ethical impacts of comparable cases are identified through desk research, and if needed, possible novel effects are identified through foresight. Ethical theories and concepts are used to evaluate the identified impacts and to balance expected positive and negative impacts. Recommendations are drafted to remediate expected harms and stakeholders are consulted to corroborate the findings and fine-tune the recommendations. External ethicists should audit the EIA procedure and results as quality control. The consortium or external policy makers and stakeholders are advised to implement the final recommendations.

The role of the dutch company will be focussed more on setting the dialogue with inhabitants on lower income levels and
working on co-creation on solutions how to liva a more sustainable life. This will be based on the already built sustainable

Advantages and innovation
From the start of an R and D project, possible ethical impacts and stakeholder concerns can be systematically assessed and actions undertaken to remedy expected negative consequences and improve the potential benefits. An Ethical Impact Assignment will improve the quality of an R and D project and increase chances on success during the execution phase of the project
